Seixal Municipal Housing Plan (PMHCS) 2021 - 2026
Article 65 of the Portuguese Constitution enshrines the right to housing in which "everyone has the right, for themselves and their family, to housing of an adequate size, in conditions of hygiene and comfort and which preserves personal intimacy and family privacy"1.
Faced with the multiple challenges posed by the New Generation of Housing Policies and the Basic Law on Housing, the PMHCS aims to define a Municipal Housing Policy, a strategic document for the qualification of the municipality, which reinforces its social cohesion and territorial competitiveness and which aims to implement solutions to complex problems that have existed for decades, where a large proportion of the population lives in precarious and unworthy conditions, and which integrates the emerging realities in the territory and whose implementation welcomes and values the synergies that the municipality has, taking advantage of the support and incentives currently in force.
