The project's ambition is to promote, in a systemic way and in partnership, measures to combat situations of social exclusion, in order to increase the levels of social cohesion in the municipality. The Action Plan was designed taking into account the framework of strategic guidelines underlying the vast set of local policies of the Social Development Plan (SDP) of the municipality of Lousã. Thus, an Action Plan was designed with the ambition to be a global and differentiating response to the problems identified in these documents. The intention is to work in fields distinct from those that already have intervention in the municipality and in a perspective to stimulate the basic intention of the PDS, i.e. a network intervention as a "motor of the local social development processes". The recommended intervention is based on one of the principles of the PDS which refers to "the active and concerted participation of stakeholders, considering the fight against poverty and social exclusion as one of the main areas of contemplated intervention, favouring the development of integrated and integrative responses" (PDS 2019-2021). We can then say that this Action Plan aims to enable the extension of socio-educational responses, both at the institutional level and at the level of social services, responding to some of the general areas of intervention that it advocates and that intersect with the axes of intervention of this Action Plan, such as "education and socio-educational qualification in family and parenthood"; "intervention with vulnerable groups" and "civic participation and citizenship".
